Draft Notification For EPR Implementation- Role of Plastic Waste Processor (Part-3)

The role of Producers and Brand Owners of Plastic Packaging is already discussed in our last two blogs. Today’s article is about Plastic Waste Processor and we’d be sharing the notifications for Plastic Waste Processor as mentioned in the Draft Notification published by the Ministry of Environment, Forest and Climate Change on 6th October 2021.

  1. Activities covered under Plastic Waste Processing: The document has mentioned the activities which can be used for plastic waste processing. They are, Recycling, Waste to Energy, Co-processing in Cement Kilns, and Waste to oil.
  2. Registration: Registration of the Plastic waste processor is compulsory under Rule 13(3) of the Plastic Waste Management Rules 2016 and will be done at SPCB/PCC.
  3. EPR Documentation: For completion of the EPR process, a certificate of Plastic Waste processing needs to be issued. And the certificate shall have the name of the PIBO and GST data.
  4. Annual Report: An annual report shall be done through the centralized portal of CPCB before the 30th of April every year. And the total quantity processed will be put on the website of CPCB as well as documented at Plastic Waste Processor’s side.
  5. Opportunities:
  • Certificate: As the regulations mandate that only the registered Plastic Waste Processors can issue the certificate, there will be consistent and assured demand from the PIBOs.
  • Recycled Granules: The targets for mandatory use of recycled plastic content in plastic packaging will ensure there is steady and assured demand for plastic that is recycled by the Plastic Waste Processors.
