Key Insights from the SS-2024 toolkit for improving the SS-2024 score and performance
The Ministry of Housing and Urban Affairs (MOHUA) launched the ‘Swachh Survekshan 2024’ toolkit on 10th July 2023 with the theme of “Reduce Reuse Recycle” for garbage-free cities. Notably, the field assessment under SS-24 shall commence from January 2024 and citizens feedback shall commence from October 2023. Therefore, it is very crucial to understand the changes in SS-2024 (as compared to SS-2023) and the focus areas of SS-2024.
OVERVIEW OF COMPONENTS
The SS total score comprises of 3 components namely Service Level Progress, Certification and Citizens voice which is reframed as Jan Andolan (under SS-24).
CHANGES UNDER SLP IN SS-24
Notably, SS 24 adopts a more holistic approach towards SLP than SS-23 by covering 6 components as compared to 3 last year.

- Continuous focus on Segregated collection & transportation, Sanitation, Used water management & Safaimitra suraksha and Legacy waste remediation
- Visible cleanliness given higher importance with a weightage of 17%
- 3 New indicators under the component “Visible Cleanliness”
— Cleanliness in areas of tourist with a share of 2.45%
— Sanitation & Waste management in schools with a share of 1.31%
— No Yellow spots with a weightage of 1.05% - 2 New indicators under the component “Nudge indicators”
— 1 Year operation of RRR (reduce-reuse — recycling) centers with a share of 1.40%
— Convergence of NULM with SBM convergence with a share of 2.19%
