What proposed PWM rules means for the ULBs (part 3)

India faces the challenge of managing an enormous amount of solid waste generated every day. Urban Local Bodies (ULBs) along with the sanitation staff are the backbone of the waste management system.

Proposed Plastic Waste Management (Amendment) Rules, 2021 identified the role ULBs will play in managing the plastic waste and have given the following responsibilities:

  • Ensuring segregation, collection, storage, transportation, processing, and disposal of plastic waste.
  • Ensuring channelization of a recyclable plastic waste fraction to recyclers.
  • Ensuring processing and disposal of a non-recyclable fraction of plastic waste following the guidelines issued by the Central Pollution Control Board.
  • Creating awareness among all stakeholders about their responsibilities by engaging with civil societies or groups working with waste pickers.
  • Ensuring that open burning of plastic waste is not done.
  • Ensuring that provisions of restriction/prohibition on single-use plastics are adhered to.

Segregation of waste at source is key for achieving a sustainable waste management system and with PWM (Amendment) Rules 2021, we hope to see ULBs making an impact while creating awareness to all stakeholders involved in the system.
